DLA Battery Network IV (BATTNET) Broad Agency Announcement

The Defense Logistics Agency (DLA) is issuing a Broad Agency Announcement (BAA) to fund research‑and‑development projects that advance battery manufacturing technologies for DoD logistics. Interested firms submit a short white paper; selected papers are invited to submit a technical proposal (and later a cost proposal) for a contract up to $2 M, lasting 6–24 months. The effort focuses on eight areas of interest ranging from manufacturing automation to supply‑chain improvements, and is open to all responsible U.S. firms. • Funding ceiling: $25 M total, $2 M maximum per award. • Project length: typically 6–24 months; cost‑reimbursement or fixed‑price contracts. • Submission: White‑paper ≤ 7 pages, no strict deadline other than the overall BAA closing date (9 Aug 2031). • Eligible NAICS: 541715 (R&D in physical, engineering, and life sciences). • No set‑aside; small‑business subcontracting plan required only if award > $900 k.
