Guidelines for Submitting Proposals for Economic Development Programs and Services

The City and County of Butte-Silver Bow (BSB) is soliciting proposals for programs and services to foster and promote economic development in the community. The funding of successful proposals will be derived from the economic development mill levy, which is levied annually on all taxable property within the City-County subject to taxation. Interested firms may submit proposals for all or a portion of the available funds, which have been set at $91,928 in the City-County 2025-2026 budget. The proposals should include information such as the legal name, address, telephone number, and tax ID# of the entity responsible for the proposed project, program or service, an overview of the proposed project, the amount requested, and a description of the economic development benefits to BSB that will result from the project, program or service. Some key points to note are: • Proposals can be submitted for projects, programs, and/or services that will help to further economic development within the City-County. • The funds can be used for purchasing land for industrial parks, constructing buildings to house manufacturing, and processing operations, conducting preliminary feasibility studies, promoting economic development opportunities in a particular area, and other activities generally associated with economic development. • The funds may be used to contract with local development companies and other associations capable of implementing the economic development function. • Respondents will be required to give an oral presentation to the committee prior to the award of contracts. • Within 90 days of project completion, successful applicants agree to complete a self-evaluation of the project and submit to the Council of Commissioners, present a summary of the project, including a financial report to the Council of Commissioners, and evaluate the process used for selecting projects.
