Offshore Wind Project Predevelopment Program Opportunity Notice

The New York State Energy Research and Development Authority (NYSERDA) is offering up to $50 million in Regional Greenhouse Gas Initiative (RGGI) funds to support offshore wind project pre‑development activities in the New York Bight. Funding is awarded on a first‑come‑first‑served basis (or until funds are exhausted) with a maximum of $20 million per project and a required 50 % cost‑share from the applicant. Eligible activities are grouped into four categories: cable routing and development, project design, environmental and technical studies, and survey activities. Applicants must hold a BOEM offshore wind lease, have a project capacity of at least 800 MW, and have a portion of the project within 100 nm of the New York coastline. Proposals are accepted continuously from October 9 2026 through December 31 2029, with work required to begin within four months of a Task Work Order execution and first reimbursement requested within six months.
