Description

The City of Norfolk is seeking qualified educational providers to offer discounted educational services and/or benefits to City of Norfolk employees. The selected providers will be added to a prequalified list, which will be available to City employees. The prequalified list will be updated annually, and new vendors can apply during this time. The City is looking for providers that can offer tuition discounts, price matching, waived application/registration fees, or credit for prior experience. The providers must be accredited by the U.S. Department of Education or regionally accredited by the Southern Association of Colleges and Schools. • The City of Norfolk employs approximately 4,700 employees who are eligible to apply for tuition reimbursement. • The selected providers will contract directly with City employees for all payment arrangements. • The providers must verify the employment status of applicants. • The City encourages small businesses and businesses owned by women, minorities, and service-disabled veterans to compete. • The prequalification is ongoing, and the City will evaluate providers and select those whose services will be offered to employees. Some of the key factors that the City will consider when evaluating applications include: • The provider's accreditation status and programs offered • The provider's faculty qualifications and staff credentials • The provider's schedule or catalog of courses offered • The provider's detailed discount/benefit proposal • The provider's description of any price matching, waived or discounted fees, and credit available or prior experience

Budget estimate

$50,000 – $500,000

The budget for this opportunity is difficult to estimate, as it depends on the number of City employees who will take advantage of the discounted educational services and the specific services offered by the selected providers. However, based on the information provided, it can be assumed that the budget will be a percentage of the total tuition fees paid by City employees. The City of Norfolk employs approximately 4,700 employees, and assuming that 10% of these employees will take advantage of the discounted educational services, the total number of employees would be 470. The average tuition fee for a college course can range from $500 to $2,000 per course, depending on the institution and the type of course. Assuming an average tuition fee of $1,000 per course, the total tuition fees paid by City employees would be $470,000 per course. If the selected providers offer a 10% discount on the tuition fees, the total budget would be $47,000 per course. Considering that the prequalification is ongoing and the City will evaluate providers and select those whose services will be offered to employees, the total budget can be estimated to be in the range of $50,000 to $500,000 per year, depending on the number of courses taken by City employees and the discounts offered by the selected providers.
