The Commonwealth of Massachusetts, through the Executive Office of Housing and Livable Communities, is seeking to pre‑qualify service providers that can deliver Economic Prosperity Services to residents of DHCD‑sponsored housing. The solicitation is a rolling‑enrollment RFQ that remains open through December 31 2027, allowing vendors to be placed on a vetted list for future contracts. Applicants may qualify for one or both of two broad categories: (1) direct service provision to program participants, and (2) technical assistance or training for agency staff. No funding is attached to the pre‑qualification itself; contracts will be negotiated later based on individual project needs.
