Supports Services Qualification 2023

The Department of Developmental Services (DDS) is establishing a Master List of qualified providers to deliver a broad array of support services—including adult companion, behavioral supports, individualized home supports, peer supports, family navigation, and multiple respite options for both adults and children—under the SSQUAL‑23 solicitation. Providers may qualify for any combination of services, must meet licensing and background‑check requirements, and will be eligible for unit‑rate contracts with no maximum dollar obligation, lasting up to ten years. The solicitation remains open on a rolling basis through June 30 2031, with an initial deadline for electronic submission on June 30 2031 and earlier deadlines for added children’s respite services. • Service scope covers adult companion, behavioral supports, individualized home supports, peer supports, family navigation, and six variants of respite services (adult/child, home‑based and site‑based). • Providers must hold a DDS residential license for certain respite services and must pass CORI, SORI, and DCF background checks for staff. • The anticipated total procurement value is approximately $120 million over the contract life, with payments made on a unit‑rate basis per Massachusetts CMR rate schedules. • The solicitation is a rolling qualification; once on the Master List, providers can be awarded individual service orders as needs arise.
