Description

NASA’s Kennedy Space Center is soliciting offers for two high‑pressure, high‑flow nitrogen rechargers (truck‑mounted or trailer‑tractor configuration) and associated spare parts. The effort is a small‑business set‑aside, firm‑fixed‑price contract. Offerors must provide a technical description, P&ID complying with ASME B31.3, pressure and flow‑rate performance data (minimum 12,000 scfm at 10,000 psig), control‑logic/software details, coating standards (NASA‑STD‑5008B or equivalent), and spare‑part part numbers. Proposals consist of four volumes (price, technical, past performance, other required information) and must be submitted electronically by September 14 2026. Delivery to KSC is required on or before March 31 2028, FOB destination. Evaluation will be lowest‑price‑technically‑acceptable (LPTA) with technical acceptability, price, and past performance as factors. • Scope: design, fabricate, test, and deliver two nitrogen rechargers plus spare cold ends and relief valves. • Contract type: Firm‑fixed‑price, small‑business set‑aside. • Key dates: Questions due 9 Sep 2026; Offer deadline 14 Sep 2026; Delivery by 31 Mar 2028. • Required certifications: Buy‑American, SAM registration, representations & certifications. • Evaluation: Technical pass/fail, then lowest price among technically acceptable offers.

Budget estimate

$300,000 – $800,000

The solicitation does not disclose a total contract value. Based on comparable high‑pressure nitrogen recharger systems (typically $150‑300 k per unit) plus spare parts and engineering services, a reasonable estimate for two units and associated items is roughly $300,000 to $800,000. Factors influencing the range include the chosen configuration (truck‑mounted vs. trailer‑tractor), optional automation/software, and any required modifications to meet flow‑rate specifications.
