Description

The U.S. Geological Survey’s Upper Midwest Water Science Center seeks a qualified contractor to provide technical assistance for estuary hydrodynamic and oil‑spill modeling in the Bad River estuary (Lake Superior). The effort includes reviewing up to five existing models, defining model boundaries, guiding data compilation, advising on incorporation of oil‑particle aggregate (OPA) processes, co‑authoring technical notes or fact sheets, and preparing a PowerPoint overview. Work is performed remotely from the contractor’s office, with monthly coordination calls, and all deliverables (reports, fact sheet, presentation) are due by the end of the contract period (September 30 2026 – September 29 2027). The contract is a small‑business set‑aside, firm‑fixed‑price RFQ, with a one‑year performance period. • Review and recommend up to 5 estuary hydrodynamic/spill models for the Bad River estuary. • Assist USGS in defining model boundaries and compiling background data. • Provide guidance on OPA formation, transport, and deposition within the chosen model. • Co‑author a technical note/fact sheet on model benefits and limitations. • Produce an overview PowerPoint presentation of modeling results. • Monthly technical calls; all work performed at contractor’s location; no travel required.

Budget estimate

$300,000 – $450,000

The solicitation does not disclose a contract value. However, the small‑business set‑aside references a size standard of $28.5‑$29 million in average annual receipts, indicating the government expects a modest‑sized effort. Similar one‑year technical‑assistance contracts for specialized environmental modeling typically range from $200,000 to $500,000, depending on the depth of analysis, number of staff, and deliverable complexity. Assuming a mid‑range effort with a senior modeler and support staff, a reasonable estimate is $300,000‑$450,000.
