Innovative Partnership

The Housing Authority of the City of Los Angeles (HACLA) is seeking innovative partnerships to expand its affordable housing portfolio. HACLA is looking for proposals from for-profit, non-profit, and governmental organizations to develop, acquire, or invest in multifamily housing projects. The proposals should include information about the project, the entity, and the proposed partnership, as well as financial statements and projections. HACLA will evaluate the proposals based on criteria such as the creation of income- and rent-restricted units, the efficiency of HACLA resources, and the experience of the entity. • The proposal should include the name of the entity, the names and addresses of any projects associated with the entity, and the names of the owners of the entity and their percentage ownership interests. • The proposal should also include a narrative description of the proposal and any projects associated therewith, including information describing the experience of the entity, the history of the project, and the benefits of the partnership to HACLA. • The proposal should include financial statements for the entity and disclosure of affiliated entities, as well as a proposed organizational chart for the partnership. • The proposal should also include information about the location and County Assessor’s parcel number of any project encompassed by the proposal, as well as any known or projected immediate, short-term, and long-term capital needs or other capital improvements associated with the project.
