The Defense Logistics Agency (DLA) Disposition Services is seeking bids for the removal, dismantling, and recycling of four Navy vessels located in Philadelphia, PA. The vessels are the Ticonderoga Class Cruiser, ex-Vicksburg (CG 69), and three Oliver Hazard Perry Class Frigates, ex-Carr (FFG 52), ex-Elrod (FFG 55), and ex-Kauffman (FFG 59). The successful bidder will be responsible for towing the vessels from Philadelphia, PA, and then dismantling and recycling them at their facility. The bidder must have at least 10 years of experience in shipbreaking of US Navy ships and must comply with all federal, state, and local laws and regulations. • The bidder must submit an un-priced technical proposal that includes a title page, table of contents, executive summary, operational plan, and business plan. • The operational plan must describe the proposed reduction methods for performing the dismantling of the vessels. • The business plan must provide information regarding the organizational structure and management policies of the company. • The bidder must also provide a plan for compliance with environmental regulations and a plan for worker safety and health. • The contract will be for a period of 36 months, and the bidder must demonstrate their ability to manage costs, personnel, and subcontractors.
