Redstone Arsenal, Alabama Unit Price Book (UPB) Notice of Intent to Sole Source

The U.S. Army Contracting Command-Redstone is conducting market research to obtain capability information for a Redstone Arsenal, Alabama Unit Price Book (UPB) and technical specifications. The requirement is for a commercially modified Redstone Arsenal, Alabama unit price UPB and specifications with supporting electronic data access to support the Redstone Arsenal Job Order Contract (JOC). The anticipated period of performance consists of a 12-Month Base Period, three 12-Month Option Periods, and one 6-Month Extension. • The UPB should be developed using Redstone Arsenal, Alabama specific commercially available pricing tools. • The contractor should be able to customize the configuration of line items and specifications tailored to Redstone Arsenal, Alabama JOC tasks. • The contractor should be able to update cost data annually incorporating Davis-Bacon wage rates for Madison County, Alabama. • The contractor should provide comprehensive technical specifications directly aligning with pre-priced tasks using the Construction Specifications Institute (CSI) MasterFormat. • The contractor should provide supporting electronic data access to the Redstone Arsenal, Alabama UPB data for USG usage. • The contractor should be able to plan and perform annual user training for up to 20 users on Redstone Arsenal, Alabama UPB data utilization.
