DEMONSTRATION OF RECYCLING OF DEFENSE USED NUCLEAR FUEL REQUEST FOR APPLICATION (RFA)

The U.S. Department of Energy (DOE) is seeking applications for a demonstration of the recycling of defense-related used nuclear fuel (UNF) at the Idaho Nuclear Technology and Engineering Center (INTEC) site. The selected applicant will enter into a long-term lease with DOE to develop, construct, and operate a facility for the recycling of UNF. The applicant must demonstrate a sound understanding of nuclear fuel recycling and provide a detailed plan for the project, including regulatory pathway, business plan, security plan, and material control and accountability. The applicant will be responsible for all costs associated with the project and must demonstrate a sound understanding of nuclear fuel recycling. Key aspects of the project include: • Recycling of defense-related UNF • Development of a facility for the recycling of UNF • Long-term lease with DOE • Applicant responsibility for all project costs • Regulatory pathway and compliance • Business plan and financing • Security plan and material control and accountability • Decommissioning plan and site restoration
