Description

The New York Department of Environmental Protection (DEP) plans to award a sole‑source contract to Hazen and Sawyer for the DEL‑465 effort, which will extend the Operational Simulation Tool (OST) platform used to model NYC’s water supply system. The work covers comprehensive technical support, ongoing model and forecast data maintenance, software enhancements, climate‑change scenario analysis, and extensive training/knowledge‑transfer to DEP staff so that the agency can operate the system independently. • Provide 24/7 on‑call technical support, debugging, and issue documentation for OST components. • Maintain and expand OST’s forecast inputs, ensemble post‑processor, and water‑quality models (including W2, LSTM, and remote‑sensing integrations). • Perform system upgrades, cloud‑environment management (Azure), optimizer (SCE/NSGA) support, and develop new analytical dashboards and reports. • Conduct climate‑change impact studies, stress‑test analyses, and support operational planning (including hydropower and reservoir shutdown scenarios). • Deliver comprehensive training, living documentation, and knowledge‑transfer activities (videos, webinars, mentorship) to ensure DEP self‑sufficiency.

$5,000,000 – $7,000,000

The hidden “Estimated Procurement Value” field lists $6,494,880.00, indicating a contract ceiling near $6.5 M. Considering typical overhead, risk, and possible change‑order scope, a realistic earning range for the contractor would be roughly $5 M to $7 M over the three‑year period.
