Sole Source Intent - Full-Face Snorkel Testing

The Consumer Product Safety Commission (CPSC) intends to issue a solicitation on a sole-source basis to MedShock Analytics, LLC, for a comprehensive engineering and physiological evaluation of full-face snorkel masks. The purpose of this requirement is to address critical safety concerns regarding product design and user health. The contractor will be required to perform laboratory testing, data analysis, and reporting to identify design-related hazards and provide recommendations for developing performance requirements. The contract will be a firm-fixed price contract, and the period of performance will be one year. • The contractor shall provide all personnel, equipment, and laboratory facilities necessary to perform the evaluation. • The contractor shall summarize the findings in a report and make specific recommendations to identify poor/unsafe designs and factors for developing performance requirements. • The contractor shall provide written status reports every two weeks and meet with the Contracting Officer's Representative (COR) on a monthly basis to monitor performance and progress. • The contractor shall provide a final written report detailing all findings and recommendations gathered for this task order.
