Description

Horry County is soliciting a qualified, licensed firm to develop a comprehensive Flood Mapping, Mitigation, and Forecasting Program for the county. The effort will involve detailed floodplain mapping, creation of mitigation strategies, and the design and deployment of a forecasting system to support emergency management and long‑term planning. This RFQ seeks a firm with expertise in hydrologic modeling, GIS mapping, and flood risk analysis, capable of delivering actionable data and tools to reduce flood impacts across the community. • Perform high‑resolution floodplain mapping using GIS and LiDAR data. • Develop mitigation plans that address critical infrastructure and vulnerable neighborhoods. • Design and implement a real‑time flood forecasting platform for county officials. • Deliver all reports, datasets, and training materials to Horry County staff. • Must hold appropriate professional licenses and demonstrate prior experience with similar municipal flood projects.

Budget estimate

$200,000 – $500,000

Based on typical county‑level flood mitigation contracts and the scope outlined (mapping, mitigation planning, and forecasting system development), a reasonable budget would likely fall between $200,000 and $500,000. The lower end assumes a small‑to‑mid‑size firm handling data collection and analysis, while the higher end accounts for extensive custom software development, comprehensive deliverables, and possible subcontracting for specialized GIS or hydrologic modeling services.
