Description

The City of Lauderhill, FL, is seeking one or more qualified financial institutions to provide a fixed‑rate, tax‑exempt bank loan or lease‑purchase agreement of up to $2.7 million to finance the purchase of police vehicles and related equipment. The loan will have a 7‑year term with level debt service, semi‑annual interest payments, and must be structured without acceleration or “most‑favored‑nation” clauses. Proposals must include both bank‑qualified and non‑bank‑qualified interest rates, pre‑payment provisions, and a full schedule of fees and covenants. Evaluation will focus primarily on total borrowing cost, followed by pre‑payment flexibility, fees, covenants, and the lender’s experience with comparable Florida municipal direct loans. The award will be made to the lender offering the lowest overall cost of funds while meeting the City’s financing objectives. • Fixed‑rate, tax‑exempt loan or lease‑purchase up to $2.7 M • 7‑year amortization, principal due annually Oct 1, 2027‑2033 • Semi‑annual interest (Apr 1 & Oct 1) on a 30/360 basis • Must provide rates for both bank‑qualified and non‑bank‑qualified status • No acceleration or “most‑favored‑nation” clauses allowed • Evaluation weighted 65 % total borrowing cost, 35 % other factors • Submission deadline 2 Nov 2026; questions due 23 Oct 2026 • Closing expected around 16 Dec 2026

Budget estimate

$300,000 – $500,000

The lender’s revenue will consist of the interest spread earned over the 7‑year term plus any origination, counsel, and servicing fees. Assuming an average interest rate of 2.5 % on $2.7 M, annual interest revenue would be about $67,500, totaling roughly $472,500 over the life of the loan. After deducting estimated fees (origination $25,000, counsel $15,000, ongoing admin $5,000) the net earnings could range from $350,000 to $450,000. However, market rates and fee negotiations could lower the spread, so a conservative estimate places net earnings between $300,000 and $500,000.
