There will be a Pre-Bid meeting including a tour of the work area on Tuesday December 16, 2025, beginning at 9:00 AM at the Highway Garage.
Highway Garage – Roof Replacement The intention of this project is to replace the entire existing roof system, including shingles, decking, laminated wood arches, gable ends, and venting etc., with a shingled or metal roof with a wood truss system while allowing the Town to continue to use the garage and office space.
The Town of Exeter Highway Garage was built during 1962. The walls are 12” concrete block while the roof system is comprised of BILCO laminated wood arches with 2x4 bottom chords with bolted connection joints. The garage sheet-rocked ceiling is secured to 2x4 ceiling joists that are nailed or screwed to the bottom chord of the laminated arches, so as to eliminate the need for any garage columns. The bottom chord of the arch trusses and the 2x4 ceiling joists are supported from the laminated arches by unbraced 1x3 wood strips with vermiculite insulation on top of the sheetrock ceiling. Plywood sheathing and asphalt shingles are nailed directly to the laminated wood arches and provide the weatherproof covering. There is also an additional soffit that extends across the front of the garage and is independently attached to the block wall; this soffit is to be removed and will be replaced by the new roof truss system. The problem with this roof system is that it has racked northerly over the years, due to the absence of cross bracing between the arches. The arches and supports are overstressed at this point and will be replaced by the proposed truss system.
It is proposed that the contractor will remove and replace full-width sections of the existing roof system with the proposed new wood truss system, while supporting the existing garage and office ceiling. The contractor is responsible for supporting and maintaining the existing roof system, ceiling and all utilities and appurtenances within the Highway Garage during the work of replacing the existing roof system.
Part of the Bid submittal requires that the bidder describe their proposed method of temporary support and maintenance of the existing roof system, ceiling, utilities and appurtenances.

Work shall include asbestos testing of shingles, blown insulation and ceiling material, removal and proper disposal of all demolition materials into containers provided by the Contractor. The Contractor will properly dispose of all existing roof materials put into the containers and properly dispose of offsite.
