Description

The Town of La Plata is seeking proposals from qualified firms to conduct a comprehensive fiscal impact analysis of existing zoning designations and land uses. The study will evaluate whether individual parcels or zoning districts are revenue-neutral, positive, or negative, and recommend zoning mixes that optimize long-term economic sustainability. The selected consultant will be responsible for conducting a parcel-level analysis of tax revenue, service costs, and infrastructure burden, as well as analyzing the fiscal impacts of different land use categories and zoning districts. The consultant will also provide recommendations for balancing land use zoning for future development to minimize negative impacts on property taxes and municipal finances. Some key tasks and deliverables include: • Conducting comprehensive parcel-level analysis of tax revenue, service costs, and infrastructure burden • Analyzing fiscal impacts of different land use categories and zoning districts • Providing recommendations for balancing land use zoning for future development • Creating tools for ongoing fiscal impact evaluation of proposed developments • Presenting findings and recommendations to the Planning Commission and Town Council
