Description
The County of Henrico seeks a qualified consultant to conduct an Environmental Justice (EJ) analysis, engage affected communities, and develop policy and capital‑improvement recommendations that will be integrated into the County’s Comprehensive Plan. The work includes GIS‑based community mapping, creation of an interactive EJ screening tool, community outreach, drafting new EJ policy language, and aligning the County’s Capital Improvement Program with EJ priorities.
• Task 1: Identify EJ/fenceline communities, produce GIS spatial data and a cumulative environmental‑burden index.
• Task 2: Design and execute a multilingual, low‑digital‑access public participation plan with measurable outreach metrics.
• Task 3: Draft EJ chapter and related zoning ordinance amendments for the Comprehensive Plan.
• Task 4: Develop a scoring methodology to re‑prioritize the Capital Improvement Program toward under‑served EJ areas.
