RFP 26261 Community Development Department – Comprehensive General Plan Update

The County of San Joaquin’s Community Development Department is seeking a qualified planning firm to revise its 2035 General Plan (adopted 2016) to bring it into compliance with recent state law changes, Governor’s Office of Land Use and Climate Innovation (LCI) recommendations, and local policy updates. The contractor will update all required General Plan elements (Land Use, Community Development, Transportation & Mobility, Public Health & Safety, Natural & Cultural Resources, Delta, and a new Environmental Justice element), revise zoning maps and the Development Title, evaluate agricultural policies, and conduct outreach in 2‑4 urban/rural communities. The contract is initially three years with two optional one‑year extensions (up to five years total). Deliverables include draft and final plan documents, public outreach materials, an informational website, environmental review documentation, and final adoption packages. The work will involve multiple stakeholder meetings, public presentations, and coordination with county departments and tribal entities.
