Description
Jefferson County’s Department of Planning and Community Development is seeking a qualified consulting firm to provide comprehensive technical assistance, strategic guidance, and program support for its federally funded housing programs during a major administrative transition. The consultant will help transfer knowledge from the external administrator, train a newly created Senior Planner/Housing Specialist, ensure regulatory compliance, and maintain continuity of operations. Core responsibilities include HUD program technical assistance, housing strategy development, Part 58 environmental review record preparation, federal reporting (Consolidated Plan, Annual Action Plans, CAPER), IDIS maintenance, HOME underwriting and subsidy layering reviews, and compliance oversight for sub‑recipients. The contract is for an initial one‑year term, with up to four optional one‑year extensions, and is priced based on hourly rates and lump‑sum fees for specific deliverables.
