Description
The City of Wilmington is seeking a qualified consulting firm to conduct a comprehensive housing and homeless needs assessment and a parallel housing market analysis in compliance with HUD’s Consolidated Planning regulations. The contractor will collect, clean, and analyze a wide array of data sources (HUD, Census, HMIS, local PHA, etc.), produce stand‑alone needs‑assessment and market‑analysis reports, develop funding recommendations for CDBG and HOME programs, and deliver all outputs in a format compatible with HUD’s eCon Planning Suite for City staff to enter. The effort is expected to last roughly three months and will culminate in final reports, data files, and a presentation to City officials.
