PROCUREMEMENT DEPARTMENT ASSESSMENT

The City of Duncanville is seeking a qualified consulting firm to conduct a comprehensive assessment of its municipal procurement department. The consultant will review existing purchasing ordinances, policies, and procedures; analyze a representative sample of past solicitations, contracts, and change orders; identify operational bottlenecks; and recommend modern, transparent, and efficient procurement workflows and systems. The engagement is a one‑year contract (or until completion) with deliverables that include a detailed assessment report, actionable recommendations, and a phased implementation plan. • Review and evaluate current procurement ordinances, SOPs, and administrative processes. • Analyze historical solicitation data to measure cycle times and pinpoint delays. • Benchmark City practices against best‑in‑class municipal procurement standards. • Produce a written assessment report with findings, efficiency recommendations, and a phased rollout schedule. • Provide optional support for implementation of recommended workflow improvements.
