The City of Tacoma is seeking a consulting firm to conduct a comprehensive technology‑assessment and roadmap‑development engagement for its enterprise Human‑Resources, Payroll, and Retirement systems. The effort will identify current‑state pain points, differentiate process‑ versus technology‑driven gaps, and produce a phased, prioritized roadmap with business cases to guide future system‑related procurements. The work is strictly consulting (no software purchase or implementation). • Validate and quantify HR/Payroll/Retirement pain points across all city divisions, including public‑safety and utilities. • Develop a multi‑horizon (0‑12 months, 3‑, 5‑, 10‑year) roadmap and accompanying business cases. • Produce draft RFP requirements for any future tools, system integrators, or services, ensuring vendor‑neutral analysis and data‑governance foundations.
