Strategic Capital Improvement Plan Consulting

The City’s Procurement and Veteran’s Services departments are seeking a qualified consulting firm to develop and advise on a Strategic Capital Improvement Plan (SCIP). The consultant will be responsible for reviewing existing comprehensive plans, analyzing current infrastructure assets, prioritizing capital projects, and providing recommendations for financing and implementation. This effort supports long‑term infrastructure stewardship and aligns with the city’s 2020 Comprehensive Plan objectives. • Conduct a thorough review of the 2020 Comprehensive Plan and related infrastructure data. • Identify, prioritize, and develop a multi‑year capital improvement schedule with cost estimates. • Provide strategic guidance on funding mechanisms, phasing, and implementation best practices. • Deliver detailed reports, presentations, and supporting documentation for city officials and stakeholders. • Offer ongoing advisory support throughout the plan’s adoption and early execution phases.
