Description
The City of Douglasville, GA seeks a qualified consulting firm or team to develop a comprehensive 10‑year strategic plan that aligns existing master plans, departmental priorities, and community needs into a single, actionable roadmap. The consultant will manage project kickoff, review and synthesize existing plans, engage internal staff and a public steering committee, conduct extensive community outreach, and produce a final, visually engaging strategic document with implementation timelines, performance measures, and budget integration. The effort is expected to span 8‑12 months and requires expertise in municipal strategic planning, facilitation, and performance measurement.
• Develop unified vision, goals, and strategies for the next decade
• Review and integrate all existing city plans (land use, transportation, economic development, etc.)
• Facilitate internal staff workshops and a multi‑stakeholder steering committee
• Design and execute a robust public engagement program (meetings, surveys, workshops, digital tools)
• Produce implementation framework with phased actions, responsible parties, and performance metrics
• Deliver draft and final strategic plan documents, executive summary, presentation decks, and public‑facing visual roadmaps
