Description
The Department of Health and Rehabilitation of New Jersey, in partnership with Essex County Hospital Center, is seeking a qualified consultant to develop a comprehensive Strategic Facility and Capital Improvement Plan (CIP) for the hospital. The consultant will assess current facilities, prioritize capital projects, develop phased implementation strategies, and provide cost estimates and funding recommendations over a twelve‑month performance period. This effort supports long‑term infrastructure planning, compliance, and operational efficiency for the hospital campus.
• Develop a detailed facility condition assessment and prioritize capital needs.
• Produce a phased, multi‑year capital improvement roadmap with cost estimates.
• Recommend financing strategies and potential funding sources.
• Deliver final reports, presentations, and implementation guidance to the hospital’s leadership.
• Provide ongoing advisory support throughout the 12‑month contract period.
