RFP - Natural Resources Management Plan

The City of Overland Park seeks a qualified consulting firm to complete and deliver a comprehensive Natural Resources Management Plan (NRMP) that meets EPA Climate Pollution Reduction Grant requirements. The consultant will manage the project, refine existing draft materials, produce updated ecological data, engage internal and external stakeholders, and develop a 10‑year restoration roadmap with carbon‑sequestration analysis. The scope also includes waterway stabilization guidelines and recommendations for private‑land partnerships. • Lead project management, schedule, reporting, and invoicing for a $100 k not‑to‑exceed contract. • Conduct inventory & assessment, produce updated land‑cover maps, carbon‑sequestration estimates, and benchmark against peer systems. • Facilitate stakeholder engagement, deliver two presentations, and incorporate community feedback into the final plan. • Develop prioritized 10‑year restoration projects, budget estimates, staffing analyses, and monitoring recommendations. • Create stream‑bank stabilization criteria and cross‑department collaboration best practices.
