RFP - Convention and Tourism Promotion and Destination Marketing Services

The City of Overland Park is seeking a qualified firm to provide comprehensive destination‑marketing, convention‑sales, and sports‑tourism services. The contractor must develop integrated annual marketing, group‑sales, and sports‑tourism plans, manage brand promotion, attract multi‑venue events, support the convention center, and generate economic impact through transient‑guest‑tax revenue optimization. Mandatory deliverables include detailed reporting, compliance with Kansas statutes, and separate accounting for TGT funds exceeding $25 K. The contract will be funded primarily from the city’s Transient Guest Tax pool (approximately $2.7 M annually) and will commence on April 1 2027. • Develop and execute a city‑wide brand marketing and destination promotion strategy, producing an annual Marketing & Tourism Plan. • Lead group and convention sales, including long‑term multi‑hotel placement for the Overland Park Convention Center, and deliver an annual Group Sales & Convention Sales Plan. • Attract and support sports tourism events, creating an annual Sports Tourism Plan, while monitoring visitor‑spending and transient‑guest‑tax revenues. • Provide ongoing economic‑impact analysis, separate TGT accounting, regular reporting, and ensure full compliance with Kansas Statute 12‑1696 and city charter ordinances. • Maintain required insurance coverage (General Liability $1 M, Auto $500 k, Professional Liability $2 M, etc.) and adhere to non‑discrimination and open‑records requirements.
