HOUSING & HOMELESS ASSESSMENT & MARKET ANALYSIS

The City of Wilmington is seeking a qualified consulting firm to conduct a HUD‑required housing needs assessment and market analysis, compile socio‑economic data, and produce funding recommendations for CDBG and HOME programs. The work is split into five phases, beginning with data collection and ending with final deliverables, and must be completed within approximately three months. The contractor will deliver stand‑alone reports, data files, and presentations, all compatible with HUD’s eCon Planning Suite. • Scope includes data gathering from HUD, Census, HMIS, PIT/HIC, local tax and labor sources, followed by needs‑assessment (24 CFR 91.205) and market‑analysis (24 CFR 91.210). • Final products: comprehensive reports, socio‑economic data profile, stakeholder‑engagement summary, CDBG/HOME funding recommendation report, and draft sections of the Consolidated Plan ready for HUD submission. • Must demonstrate expertise in HUD consolidated planning, GIS mapping, housing data analysis, and CDBG/HOME regulations; regional experience in the Cape Fear area is heavily weighted.
