The City of Havre de Grace is seeking a qualified consulting firm to serve as the sole third‑party provider of building plan review and on‑site inspection services for residential, commercial, and industrial projects. The contractor will review permit plans for compliance with International and Maryland codes, and conduct inspections (building, plumbing, mechanical, electrical) on an as‑needed basis, responding within tight turnaround times. The contract is for one year with optional one‑year renewals (up to three extensions). Proposals must be submitted electronically via the Beacon procurement platform by 2 PM on 23 Nov 2026; a mandatory pre‑proposal virtual meeting is on 2 Nov 2026.
