Description
The Franklin County Regional Housing & Development Authority (FCRHRA) is seeking a qualified firm to provide comprehensive Housing Quality Standards (HQS) inspection services for its Section 8 housing portfolio. The contractor must conduct initial, biennial, complaint, emergency re‑inspection, and no‑show inspections in compliance with HUD regulations, submit detailed reports within tight timelines, and upload data into the agency’s PHA Web system. The three‑year base contract (with up to two optional extensions) will be awarded on a best‑value basis, emphasizing technical expertise, staffing plan, relevant experience, and price.
• Perform HUD‑compliant HQS inspections (initial, biennial, complaint, emergency re‑inspection, and no‑show).
• Deliver inspection reports to tenants/owners within 5 business days and upload to the agency’s system within 10 days.
• Maintain a minimum of two inspection days per week, provide trained staff, and meet rapid response timelines (e.g., 24‑hour response for life‑threatening conditions).
• Submit a price proposal with per‑inspection rates; award will be based on a 100‑point best‑value evaluation (technical merit 80 pts, price 20 pts).
