Description

The City of Trenton is seeking a qualified firm to provide lead‑clearance inspection services for its Lead Hazard Reduction (LHR) Program, funded by HUD. The contract covers a one‑year period and requires the contractor to perform visual inspections, dust‑wipe sampling, laboratory analysis, and clearance reporting for pre‑1978 residential properties. The scope includes kickoff meetings, coordination with the Department of Health and Human Services, preparation of clearance and re‑inspection reports, and compliance with HUD and EPA lead‑hazard standards. The contractor must submit a sealed proposal by 11 May 2026 11:00 AM and may attend a virtual proposal opening on the same date. The award will be based on technical competence, experience, project management, timeliness, and price. • Perform lead‑hazard visual inspections and dust‑wipe sampling per HUD/EPA guidelines. • Submit detailed clearance, re‑inspection, and compliance reports for each property. • Provide a sample clearance report, re‑inspection report, letter of re‑occupancy, and certificate of compliance. • Coordinate kickoff and periodic meetings with City staff. • Maintain all required certifications (e.g., affirmative action, ADA compliance). • Deliver services for an estimated portfolio of single‑family and multi‑family units over a 12‑month period.

Budget estimate

$100,000 – $500,000

The RFP does not disclose a contract value. Based on typical lead‑clearance inspection fees (≈ $400‑$800 per single‑family unit, plus lab fees of $150‑$300 per sample) and an assumed workload of 250‑500 units over the year, the total contract could range from roughly $100,000 on the low end (limited units, minimal re‑inspections) to $500,000 on the high end (full portfolio with extensive re‑inspections and reporting). Factors influencing the final amount include the number of properties, complexity of sampling, travel costs, and any additional consulting services required.
