Description

The Omaha Housing Authority (OHA) is issuing an Invitation for Bid (IFB #260825) for lead‑hazard remediation and associated renovation work at multiple single‑family homes throughout Omaha, Nebraska. The work is organized into five lots and includes cleaning of lead‑contaminated dust, painting, interior and exterior repairs, window and door replacement, carpentry, and full bathroom renovations. Contractors must be licensed in Nebraska, possess lead‑safe work certifications, and be able to complete the work within a 12‑month contract term. Bids may be submitted for any one or more lots; awards will be made per lot based on the lowest total bid. OHA will handle clearance testing and will provide mini‑blinds for window replacements, but all materials, waste disposal, permits, and labor are the contractor’s responsibility. The contract is expected to commence 11/20/2026 and run for one year. • 22 locations require only lead‑dust cleaning and clearance testing. • 9 locations require exterior foundation painting. • 11 interior lead‑material removal/replacement jobs. • 6 exterior lead‑material removal/replacement jobs. • 3 comprehensive renovation projects (bathroom, siding, windows, etc.). • Additional carpentry, door/window replacement, and painting tasks across lots 3‑5. • Contractors must coordinate with tenants, provide 48‑hour notice, and work within OHA business hours (8 am‑4:30 pm, M‑F).

Budget estimate

$2,000,000 – $5,000,000

The scope covers 22 cleaning‑only sites, 9 exterior painting jobs, 11 interior lead‑material removals, 6 exterior removals, plus extensive carpentry, window/door replacements, and full bathroom renovations at several locations. Assuming average labor and material costs of $5,000–$15,000 per cleaning site, $20,000–$35,000 per painting or interior removal job, $30,000–$50,000 for each full renovation, and $15,000–$25,000 for window/door replacement packages, the total contract value is likely in the $2 million to $5 million range. Larger lot awards (multiple homes) push the high end, while a contractor bidding on a single lot would be nearer the low end.
