Description

The Oregon Health Authority is seeking qualified contractors to provide lead‑based paint risk‑assessment, abatement (hazard‑control), and clearance‑examiner services for pre‑1978 residential and child‑occupied facilities throughout the state. Contractors must be Oregon‑registered, hold OHA‑issued certifications for the discipline(s) they propose, and comply with Oregon’s stricter lead‑hazard standards (HUD‑based dust‑wipe, soil sampling, independent clearance). Work will be issued on an as‑needed basis via individual Work Order Contracts under a two‑year framework price agreement, renewable up to ten years. • Disciplines: (1) Lead Risk Assessment – on‑site inspection, sampling, and reporting; (2) Lead Abatement/Hazard Control – removal, enclosure, or remediation of lead‑paint hazards; (3) Clearance Examination – independent verification of post‑abatement safety. • Mandatory reporting: risk‑assessment and clearance reports must be submitted to OHA within 10 days of completion; all contractors must provide proof of insurance, licensing, and, where applicable, Pay‑Equity certification. • Procurement process: electronic submission only via OregonBuys; contractors may be awarded multiple price agreements with work allocated based on proximity, capacity, rates, and past performance. • No guaranteed minimum workload; contractors are compensated on an hourly basis (rates to be negotiated per work order) with a “not‑to‑exceed” ceiling set in each work order.

Budget estimate

$200,000 – $1,000,000

Although the solicitation does not disclose a total contract ceiling, typical lead‑based paint remediation projects range from a few hundred thousand dollars for single‑family homes to several million for larger institutional facilities. Assuming an hourly billing structure (risk‑assessment $150‑$250/hr, abatement $75‑$150/hr, clearance $150‑$250/hr) and an average workload of 1,500–4,000 billable hours per year per contractor, the annual revenue potential per awarded contractor is roughly $200,000 to $1,000,000. The two‑year price‑agreement term therefore suggests a total budget range of $400,000–$2,000,000, with actual figures varying by project size, geographic coverage, and the number of work orders received.
