Description

The City of Syracuse is creating a Qualified Vendor Pool of EPA‑certified lead inspectors and risk assessors to support its Lead Grant Program. Selected vendors will perform X‑ray fluorescence (XRF) testing, preliminary inspections, risk assessments, scope‑of‑work development, and post‑remediation clearance sampling for residential properties city‑wide. The contract is a four‑year award with two optional one‑year renewals, and vendors must maintain required insurance and meet equity, local‑hiring, and M/WBE‑SDVOB goals. • Provide surface‑by‑surface XRF testing and written reports. • Conduct interior/exterior lead‑paint inspections and develop Lead Inspection Risk Assessments (LIRA). • Create detailed scopes of work and diagrams for remediation contractors. • Perform clearance sampling after remediation and submit laboratory results and clearance reports. • Must hold EPA Lead Inspector and EPA Lead Risk Assessor certifications. • Contract length: 4 years (with two 1‑year renewal options). • Submission deadline: November 10, 2026 2:30 PM (electronic). • Questions due: October 27, 2026 4:00 PM.

Budget estimate

$500,000 – $2,000,000

The solicitation does not disclose a contract value. Typical lead‑inspection services range from $500‑$1,500 per property, and the city’s program targets hundreds of residential units over four years. Assuming an average of 400 properties per year at $1,000 each yields roughly $1.6 million annually, or about $6.4 million over the base four‑year term. Including overhead, insurance, and potential renewal years, a reasonable estimate ranges from $0.5 million (minimum) to $2 million (maximum) for a qualified vendor’s share of the work.
