Description

The Board of Cooperative Educational Services (BOCES) of Nassau County is soliciting bids for comprehensive asbestos and lead abatement and disposal services across its member school districts. The work includes mobilization, removal of asbestos‑containing insulation, pipe, duct, spray‑applied fireproofing, plaster, floor tiles, transite panels, roofing systems, brick/mortar, and the pickup and disposal of contaminated debris. Contractors must provide all labor, tools, equipment, and supervision, comply with prevailing‑wage requirements, submit required certifications (non‑collusion, Iran divestment, insurance, licensing), and furnish a $5,000 guarantee. Pricing is firm for 12 months post‑award; any cost adjustments must be approved. The bid is electronic, with a deadline of 11 April 2026. • Scope: Full hazardous‑material abatement (asbestos & lead) for multiple school facilities. • Required licenses/certifications: Asbestos/lead abatement licenses, NYS Dept. of Labor PRC registration, insurance, $5,000 guarantee. • Pricing: Unit‑price based on quantities; labor rates to be submitted hourly. • Compliance: Prevailing‑wage schedule, non‑collusion, Iran divestment, sexual‑harassment policy. • Delivery: Mobilization units, material removal, waste disposal, and labor services. • Evaluation: Lowest total bid after unit‑price calculations.

Budget estimate

$200,000 – $800,000

The solicitation does not disclose a total contract value. Typical asbestos/lead abatement projects for multiple school facilities in a suburban county range from a few hundred thousand dollars to well over a million, depending on square footage and material volume. Assuming an average of 150,000 sq ft of mixed‑type asbestos/lead materials at $15‑$30 per square foot (including labor, disposal, and markup), the contract could be roughly $2.25 M to $4.5 M. However, because the bid is broken into unit‑price items and the agency may award to the lowest total price, a conservative estimate for a single successful bidder would be between $200,000 (small‑scale pilot) and $800,000 (full district‑wide scope).
