Asset Management Physical Site Inspection Services

The State of Maryland’s Department of Housing and Community Development (DHCD) is seeking qualified vendors to provide physical site inspections of multi‑family affordable housing projects that are financed by the Department. The contract will be an indefinite‑quantity agreement with fixed unit prices, covering an estimated 100‑200 property inspections per year across Maryland (including Greater Baltimore, Eastern Shore, and Western Maryland). Inspections must follow the National Standards for the Physical Inspection of Real Estate (NSPIRE), include exterior, common areas, systems, and a percentage of unit interiors, and require same‑day reporting of health‑safety hazards, mold testing, and a detailed NSPIRE report within 15 days. The contract term is a three‑year base period with the possibility of extensions, and the Department expects multiple awardees. Vendors must demonstrate at least 20 prior multi‑family property inspections in the last five years, experience with Salesforce, and capability to conduct capital needs assessments. MBE participation of 20 % of contract value is required.
