The State of Maryland’s Department of Labor is seeking a Master Contractor to provide Commercial Off‑the‑Shelf (COTS) software for Insurance ID Verification Services. The award will be a fixed‑price purchase under the existing COTS 2012 Master Contract (060B2490021). The scope includes:
• Supplying the software product that authenticates user identities and evaluates security risks during onboarding and transactions.
• Installation, configuration, and training services (FA II) – these services cannot be purchased alone and must not exceed 49 % of the total PORFP value.
• Ongoing software warranty and maintenance (FA III).
• All deliverables must be new, unused, virus‑free, and the contractor must be an authorized reseller for the manufacturer.
• Bids must be submitted electronically via the eMaryland Marketplace Advantage (eMMA) system by the deadline, with pricing valid for at least 90 days.
• The State will evaluate proposals based on adherence to the scope and overall value, then issue a purchase order to the selected Master Contractor.
