Independent Commissioning Agent (Owner’s Advocate) Services for U.S. Army Medical Research Institute of Infectious Diseases

The Defense Health Agency is seeking market feedback for an independent commissioning agent to act as an Owner’s Advocate for the U.S. Army Medical Research Institute of Infectious Diseases (USAMRIID) at Fort Detrick, MD. The contractor will provide technical verification, biosafety regulatory compliance, and project‑management services for a high‑containment (BSL‑3/4) research facility, without performing any design or construction work. The effort spans a 60‑month period and requires rapid turnaround on deliverables such as gap analyses, FSAP registration packages, and on‑site testing reports. • Provide independent technical review and witnessing of HVAC, pressure‑interlock, and decontamination system testing for BSL‑3/4 labs. • Conduct regulatory compliance work, including FSAP gap analysis, registration package preparation, and Tier‑1 security layout verification. • Serve as the Owner’s Advocate, managing phased occupancy transitions, producing monthly status reports, and maintaining a live web‑based RFI/compliance tracking register. • Deliver all reports within tight timelines (often 10 business days after receipt of data or testing). • Must certify no organizational conflict of interest with USACE or any parties involved in the construction of Building 8100.
