Description

The U.S. Army Corps of Engineers is seeking industry input on a progressive‑design‑build effort to create a new Blood Donation Center and several specialty medical departments at Yokota Air Base Hospital in Japan. This Special Notice is an RFI only; no contract will be awarded at this stage, but responses will gauge interest and technical capability for a later RFQ and eventual firm‑fixed‑price award. The effort will require phased construction within an operating hospital, strict regulatory compliance, and the ability to work OCONUS with a legally‑registered Japanese presence. • Design, phase, and construct a Blood Donation Center, Sterile Processing Department, hospital kitchen, and USP 797/800‑compliant compounding rooms inside an active medical facility. • Must meet The Joint Commission, NFPA, and other healthcare‑facility codes; contractor is fully responsible for all testing, certifications, and verification of existing conditions. • Requires a registered Japanese office and a valid Japanese Construction Business License (or a JV with a licensed Japanese contractor) and the ability to provide an Irrevocable Letter of Credit or equivalent performance/security guarantee.

Budget estimate

$5,000,000 – $30,000,000

No contract value is disclosed. Based on the scope—design, phased construction, and fit‑out of multiple specialized medical spaces at a major U.S. overseas base—a multi‑year, high‑complexity project in Japan would likely range from low‑single‑digit millions to several tens of millions of U.S. dollars. Factors influencing the range include the size of the facilities, the need for specialized clean‑room and sterile environments, OCONUS logistics, and the requirement for a Japanese legal entity and higher liability coverage. An estimated contract value could be roughly $5 million to $30 million.
