The U.S. Army Corps of Engineers (USACE) will award an Other Transaction (OT) agreement to a progressive‑design‑build team to design and construct a new non‑organizational vehicle parking garage at Tripler Army Medical Center (TAMC) in Honolulu, Hawaii. The effort will address a projected shortfall of 2,161 parking spaces, incorporating site preparation, utilities, storm drainage, roadways, sidewalks, lighting, landscaping, and related infrastructure. The acquisition will proceed in two phases: (1) design and pre‑construction services, and (2) final design and construction, using a firm‑fixed‑price (FFP) structure that matures as design progresses. Interested firms must submit a Statement of Qualifications (white paper) by 18 December 2026, followed by an invitation‑only pitch presentation in January 2027.
