The State of Maryland is seeking a qualified vendor to design, develop, host, and maintain a secure, web‑based database that captures encounter‑level data for the Maryland Family Planning Program (MFPP). The contractor will be responsible for system architecture, integration with multiple electronic health record (EHR) platforms (EPIC, CureMD, eClinical Works, Patagonia, VHN), data validation, monthly and annual reporting, training of MDH staff and clinic users, ongoing technical support, and compliance with HIPAA and state IT security standards. The contract is a five‑year firm‑fixed‑price, indefinite‑quantity award with no options, and all work will be performed remotely.
• Build and deploy a cloud‑based MFPP database with secure data storage and transmission.
• Interface the system with existing EHRs and third‑party data feeds.
• Implement edit checks, error reporting, and a 15‑day turnaround for monthly data processing.
• Produce required monthly, annual, and ad‑hoc reports (demographics, services, contraceptive use, etc.).
• Provide user manuals, training materials, and both virtual/in‑person training for ~100 MDH users.
• Offer 8 am‑5 pm (ET) toll‑free technical support with 4‑hour response for critical issues.
• Maintain system patches, security updates, backup, and disaster‑recovery procedures.
• Ensure all licensing remains in the name of the Maryland Department of Health; no new licensing fees for clinics.
