The Partnership (HD​P University Senior L.P.) is seeking a qualified consulting firm to provide pre‑construction cost estimating, schedule development, construction‑phase contract administration, change‑order analysis, and close‑out support for a new affordable senior‑housing project (~99 units) at 5202 University Avenue, San Diego. The consultant will act in an advisory capacity, preparing detailed cost and schedule documents, monitoring the general contractor, and delivering periodic status reports. Proposals must be submitted electronically by November 4 2026, with a mandatory minimum bid‑acceptance period of 120 days and required insurance coverage up to $2 M for general liability and professional liability. • Scope includes pre‑construction cost estimates, schedule, GC selection assistance, on‑site construction monitoring, change‑order review, and final close‑out documentation. • Required deliverables: cost estimate reports, schedule, risk analyses, monthly progress reviews, pay‑application reviews, and final close‑out reports. • Mandatory forms (CF‑1 to CF‑11) covering cost proposal, firm information, subcontractor disclosures, non‑collusive declaration, debarment, public disclosure, HUD certifications, and final certification must be completed and uploaded. • Minimum insurance: $2 M CGL, $1 M auto, $2 M professional liability, workers’ comp per California law, with the Partnership named as additional insured. • Evaluation will be based on a 100‑point rubric (technical 80 pts, cost 20 pts).
