Description

The Executive Office of Housing and Livable Communities (EOHLC) is announcing a Notice of Funding Availability (NOFA) for the Housing Now Program, which provides funding to Local Housing Authorities (LHAs) to assist families experiencing homelessness in transitioning to state-aided and federally subsidized public housing. The program serves families through direct referral from the Emergency Assistance (EA) Family Shelter program to LHAs, which place these families in units designated under the Housing First Model. The LHAs will provide ongoing supportive services to these families to help them overcome barriers and maintain tenancies. Key aspects of the program include: • Families must be referred by the EA Family Shelter program and meet state-aided public housing eligibility and qualification requirements. • LHAs must dedicate at least 7 units of family public housing to the Program and have demonstrated experience working with the EA Family Shelter program and households exiting shelter. • The LHAs will receive funding for ongoing services, including case management and support services, and will be responsible for providing public housing units, hiring and supervising case managers, and managing support service funds. • The program will operate for 48 months, with the possibility of renewal. • EOHLC will evaluate applications based on criteria such as project scope, applicant experience, project budget, and organizational capacity. • The application process requires LHAs to submit a program proposal, including identification of units committed to the Program, description of public transportation availability, and detailed description of resident services provided to tenants. • EOHLC reserves the right to request additional information and to use other available information in the review process.
