Description

The New York State Department of Environmental Conservation intends to procure services, pursuant to its discretionary purchasing authority under State Finance Law §163(6). The services consist of installation of deer exclusion fencing at Cattaraugus County Reforestation Area 4, Dobbins Memorial State Forest around two roadside forested stands; Stand 19 is part of a Red pine removal in 1982 and Stand 36 is a hardwood plantation. The site is just north of State Route 353 and south of Cattaraugus County Route 14, in the Town of Mansfield. The area to be fenced consists of a total of 22 acres of northern hardwood forest type. The topography of this site is between 0 – 10 percent slope. The area shows evidence of heavy deer browse of desirable tree species and there is evidence of regeneration failure in the future. To protect the plants most impacted, a deer exclusion fence is prescribed to exclude deer from the area recently harvested. Interested parties should contact the Department’s designated contact for more details about this opportunity. Pursuant to the State Finance Law Sections 139-j and 139-k, this RFQ includes and imposes certain restrictions on communications between a Governmental Entity and an Offeror during the procurement process. Further information about these requirements, including a copy of the new lobbying law, can be found at: http://www.ogs.ny.gov/acpl/. Offerors shall adhere to the NYS Department of Environmental Conservation Guidelines Regarding Permissible Contacts During a Procurement and the Prohibition of Inappropriate Lobbying Influence. All correspondence and/or questions relating to this procurement should be directed to the Department’s primary contact. Please note, telegraphic or other electronically transferred bids are not acceptable. Budget estimate

$200,000 – $500,000

The budget for this project can be estimated based on the scope of work and the materials required. The installation of a 22-acre deer exclusion fence will require a significant amount of materials, including fencing, posts, and labor. The cost of the materials and labor will depend on the specific requirements of the project and the location. A rough estimate for the cost of the project could be between $200,000 and $500,000, based on the average cost of fence installation and the scope of the project. Factors that may influence the likely payment range include the complexity of the project, the location, and the experience of the contractor.
