LLB RFQ/P Stagg High School Safety Fencing Project #01-25

The Stockton Unified School District is seeking a qualified developer/contractor to design, construct, and lease‑back a safety‑fencing and related site‑improvement project at Stagg High School. The work includes perimeter fencing, motorized gates, parking‑lot enhancements, storm‑water upgrades, ADA improvements, EV‑charging stalls, and minor landscape/irrigation modifications, all to be completed under a lease‑leaseback structure with a guaranteed maximum price (GMP) and a 12‑month lease back to the District. The project must comply with California DSA standards, prevailing‑wage requirements, and extensive insurance and bonding obligations. • Install new 4‑ft chain‑link and decorative metal fencing with two motorized gates and a guard shack, including power and data conduit. • Upgrade parking access, expand lot, add EV‑charging stalls, improve storm‑water retention, and modify bus pull‑outs and ADA pathways. • Provide pre‑construction services (design review, value‑engineering, cost estimating) leading to a GMP, then construct the project with full open‑book cost transparency and lease‑leaseback financing.
