The Delaware Department of Natural Resources and Environmental Control (DNREC) is seeking qualified contractors to replace the existing Tweeds Mill bridge at White Clay Creek State Park Nature Center and to perform approximately 280 linear feet of stream restoration adjacent to the bridge. The project includes demolition of the existing timber bridge, installation of a new 16‑ft‑wide × 20‑ft 9‑in precast rigid‑frame bridge, roadway and pavement work, extensive erosion and sediment control, and ecological restoration measures such as log cross‑vanes, log sill, toe‑wood structures, and native seeding. The contract is a single‑price lump‑sum with required 10 % bid security, 100 % performance and payment bonds, compliance with prevailing‑wage rates, and strict environmental protection requirements.
• Replace a 20‑ft 9‑in × 15‑ft timber bridge with a 16‑ft‑wide precast rigid‑frame bridge.
• Conduct 280 ft of stream restoration using natural techniques (log structures, native vegetation, erosion control).
• Perform associated site work: excavation, embankment, base course, Superpave pavement, guardrails, temporary pedestrian facilities, and full environmental mitigation (seasonal work restrictions, waste diversion, species protection).
• Required bonds, bid security, prevailing‑wage compliance, Buy‑America adherence, and detailed submittal/inspection procedures.
