TO SUBMIT A PROPOSAL FOR TECHNICAL SERVICES

Erie County’s Department of Environment & Planning is seeking a qualified firm to provide three‑year technical assistance for controls‑systems across its sewer‑district infrastructure. The vendor will review, design, integrate, test, and support PLC, SCADA, and HMI systems on capital‑improvement projects, and also offer on‑demand operational assistance, training, and documentation. Work is ordered per project and delivered as “works‑made‑for‑hire,” with all deliverables transferred to the County. • Scope includes design reviews, creation of technical diagrams, construction‑phase support, on‑site inspections, and final documentation for sewer‑district control upgrades. • Required expertise: PLC/SCADA programming, HMI development, UL‑508A panel‑shop capability, and familiarity with cybersecurity standards (ISA/IEC 62443). • Contract is cost‑plus‑fixed‑fee, capped at $200 k total, with overhead rates to be submitted and a mandatory MWBE/WBE/SDVOB utilization plan.
