Description

The National Institute of Standards and Technology (NIST) is seeking a qualified small‑business contractor to repair and internally line aging laboratory waste piping at its Gaithersburg campus using Cure‑In‑Place Pipe (CIPP) technology. The effort includes a mandatory base scope for Building 224 and optional scopes for Buildings 221, 220, 225, and 226, with a firm‑fixed‑price pricing structure and required performance and payment bonds. The contract is a 100 % small‑business set‑aside, and all work must comply with extensive safety, security, and environmental requirements outlined in NIST’s guidelines. • Prepare and internally line laboratory waste piping in Building 224 (mandatory) and optional buildings (221, 220, 225, 226). • Provide all labor, materials, equipment, and supervision; submit detailed unit‑price schedule; adhere to a 365‑day performance period. • Must submit a technical volume (no price data) and a price volume (firm‑fixed‑price) by September 1, 2026; performance and payment bonds required; compliance with SAM registration, NAICS 238220, and NIST security/badge procedures.

Budget estimate

$150,000 – $250,000

The solicitation lists a unit price of $25,000 for each line‑item (drawdown fund) and implies a similar $25,000 price for each piping‑lining scope. With one mandatory scope (Building 224) and up to five optional scopes, total firm‑fixed‑price could range from roughly $25 k (if only the mandatory scope is awarded) to $150 k (if all six line items are exercised). Adding typical overhead, profit, and contingency for a 365‑day contract, a realistic award value likely falls between $150,000 and $250,000.
